Barton Withrow is a Senior Vice President in George K. Baum & Company’s Texas Public Finance practice. He offers 32 years of public finance and municipal advisory experience and has structured or reviewed over 800 transactions totaling more than $70 billion. Mr. Withrow’s specialties include the design and execution of complex financial structures. He has a proven track record of providing direct and measurable benefits including millions of dollars in increased revenues and cost savings. Mr. Withrow advises a spectrum of tax-exempt issuers including state agencies, higher education, counties, cities, school districts, special districts, hospitals and housing finance agencies. Mr. Withrow is fluent in structuring all types of tax-backed and revenue. Mr. Withrow develops numerous strategies that save or generate millions of dollars for his clients. For example, benefits he helped identify and implement for one State Agency include: $10 million of indenture funds released, $13 million NPV savings using taxable refundings, $32 million net gain on asset sales, $362 million in liquidity arrangements, and two rating agency upgrades.
Prior to joining GKB, Mr. Withrow was a senior banker at Raymond James, RBC, and Banc of America Securities (Managing Director). He also served as an executive for a real estate development company and led the verification practices at two “Big Six” accounting firms where he founded structured finance groups at both firms.
He holds a Masters of Business Administration from the University of Texas and a Bachelor of Science in Chemical Engineering from Texas A & M University. Mr. Withrow holds Series 7, 50, 52, 53 and 63 securities licenses.
